CPUs
As far as I understand all chips will be Ryzen 7 4800H in reality, but with limited TDP and/or switched off cores/cache.
Similar to that Intel is doing now. Where 99% of all 2 core cheap CPUs are perfectly functioning 4 or 6 core models but intentionally restricted using laser cutting of certain chip ID parts.

Note that TDP of Ryzen 9 4900H (4.2Ghz max) is still 45w (with exception of short periods). And this was already issue for 4 core Intel chips, more so for 6 and 8 core ones. It'll be real big throttling all around, especially in all modern thin laptops.
In Germany, you can buy a 6-core Ryzen 5 4500U powered Acer Aspire 5 (A515-44-R1DM) with 15,6" Full HD IPS panel, 8 GB RAM and 256 GB SSD for 499,- € e.g. here.
Note that it is Acer, and CPU is U version aka 15 watts. :-)
In 2020 they can reach 30-35% share. Issue is the virus for now.
Apple also plans to introduce MacBook Pro using 8 core AMD CPUs in 2021. Low end macs will start using Apple own ARM chips.
New chips
Most development and CPU testing is done on desktop
The Pro 4000 series includes three chips: the Ryzen 7 Pro 4750U (eight cores, 16 threads, 1.7GHz base speeds with boost up to 4.1GHz), the Ryzen 5 Pro 4650U (six cores, 12 threads, 2.1GHz base speeds with boost up to 4.0GHz), and the Ryzen 3 Pro 4450U (four cores, eight threads, 2.5GHZ base speeds with boost up to 3.7GHz). The chips are the first business processors based on the company’s 7nm Zen 2 architecture.
Both AMD Pro and Intel v-Pro processors are just scam, as didcated small CPu for remote control is presented on all CPUs, as die is the same, but on non Pro models it is disabled by laser (by cutting specific resistor).
Such way companies get billions from corporate customers, but no allow smaller firms to get same feature for cheap.
Severe shortage of CPUs is being reported now.
AMD have around 2x less processors than they had outstanding requests from companies.
TSMC seems to have significant limits still on 7nm process and can't increase output.
One of the issue can be that so called 5nm Apple LSI are in fact produced on modified 7nm lines.
