  • According to a report by Destination DC, a local tourism promotion organization, about 226,000 Chinese tourists descended upon the capital in 2018, registering a 25% drop from the previous year.

    The drop marked a second consecutive year that tourists from Washington's top overseas market is decreasing, having dropped about 3 percent in 2017.

    Benoit Barraud, general manager of sightseeing bus company Big Bus Tours, said the drop in customers is almost palpable. There are 20-25 percent less overseas customers hopping on his buses in downtown Washington than before, Barraud said, much of it is due to the drop of Chinese tourists.

    And this is only the beginning, tourism is expected to drop 3-5 times at least. Education will follow.

  • For the past several months, the US government has been leveraging its political and diplomatic influence to lobby other governments to ban Huawei equipment. Furthermore, it has been using every tool at its disposal -- including both judicial and administrative powers, as well as a host of other unscrupulous means -- to disrupt the normal business operations of Huawei and its partners. These include:

    • Instructing law enforcement to threaten, menace, coerce, entice, and incite both current and former Huawei employees to turn against the company and work for them
    • Unlawfully searching, detaining, and even arresting Huawei employees and Huawei partners
    • Attempting entrapment, or pretending to be Huawei employees to establish legal pretense for unfounded accusations against the company
    • Launching cyber attacks to infiltrate Huawei's intranet and internal information systems
    • Sending FBI agents to the homes of Huawei employees and pressuring them to collect information on the company
    • Mobilizing and conspiring with companies that work with Huawei, or have a business conflict with Huawei, to bring unsubstantiated accusations against the company
    • Launching investigations based on false media reports that target the company
    • Digging up old civil cases that have already been settled, and selectively launching criminal investigations or filing criminal charges against Huawei based on claims of technology theft
    • Obstructing normal business activities and technical communications through intimidation, denying visas, detaining shipment, etc

    The fact remains that none of Huawei's core technology has been the subject of any criminal case brought against the company, and none of the accusations levied by the US government have been supported with sufficient evidence. We strongly condemn the malign, concerted effort by the US government to discredit Huawei and curb its leadership position in the industry.

  • The non-profit advocacy group investigates conditions in Chinese factories, and says it has uncovered other alleged labor rights violations by Apple partners.

    "Our recent findings on working conditions at Zhengzhou Foxconn highlights several issues which are in violation of Apple’s own code of conduct,” CLW wrote in its report. “Apple has the responsibility and capacity to make fundamental improvements to the working conditions along its supply chain, however, Apple is now transferring costs from the trade war through their suppliers to workers and profiting from the exploitation of Chinese workers."

    Temporary staff, known as dispatch workers, made up about 50% the workforce in August. Chinese labor law stipulates a maximum of 10%. Apple said that, after conducting an investigation, it found the “percentage of dispatch workers exceeded our standards” and that it is “working closely with Foxconn to resolve this issue.” It added that when it finds issues, it works with suppliers to “take immediate corrective action.” Foxconn Technology Group also confirmed the dispatch worker violation following an operational review.

    Dispatch workers don’t receive benefits that full-time employees get, such as paid sick leave, paid vacations and social insurance, which provides medical, unemployment and pension coverage, according to CLW. While base wages can be higher for dispatch workers, they are paid by third-party firms on a short-term basis and are not employed directly by Foxconn, CLW says. Dispatch workers can become official factory workers after an initial three-month period, according to the group’s report.

    It is big issues with China. Energy and resources is first. And quickly degrading elites that are turning into oligarchy is second.

    US has not much other options, but they are masters of PR and timing of attacks.

    But Vietnam is starting to see expectations outrun reality. More and more businesses are complaining about congested ports and roads, rocketing costs for land and labor, and regulations that aren’t being loosened fast enough. Tapestry Inc., owner of the Coach and Kate Spade brands, has lamented insufficient infrastructure investment that’s left some containers stalled on the waters. Eclat Textile Co., a supplier to Nike Inc., says it needs to diversify beyond Vietnam, including to cheaper locations.

    Infrastructure is the big challenge for Vietnam, especially at its ports. China claims six of the top 10 ports by container traffic in the world -- including Shanghai at No. 1 -- while Vietnam’s two biggest ports, Ho Chi Minh Seaport and Cai Mep, rank No. 25 and No. 50, according to data compiled by Bloomberg Intelligence.

    “With the current situation, Vietnam for sure cannot meet the demand of a wave of companies if they move in,” Tsai Wen Jui, chairman of Taiwan-based bicycle saddle manufacturer DDK Group, said in an interview at their Binh Duong office. Even if 5% of Taiwan’s companies in China relocated to Vietnam, the infrastructure would be overwhelmed, he said.

    Vietnam “can’t come close to matching mainland China’s critical mass of workers, consumers and/or infrastructure,” Sean King, senior vice president at Park Strategies LLC, said in an e-mail. “What’s more, Vietnamese productivity rates are 25%-30% lower than PRC rates. In short, there’s only one mainland China.”

  • China has become increasingly wary of any statements from Trump. Trust between the two sides suffered a big blow in May 2018, when Trump put a stop to a deal for China to buy more energy and agricultural goods to narrow the trade deficit. The U.S. president further sowed distrust in August when he claimed that Chinese officials had called and requested to restart trade talks.

    For Xi, it’s seen as politically unfeasible to accept a final deal that doesn’t remove the punitive tariffs altogether. Nationalists in the Communist Party have pressured him to avoid signing an “unequal treaty” reminiscent of those China signed with colonial powers.

    “The U.S. must concede on its December tariff threat if they want sign a deal during APEC summit, otherwise it would be a humiliating treaty for China,” said Huo Jianguo, a former Chinese commerce ministry official who is now vice chairman of the China Society For World Trade Organization Studies. “The U.S. has definitely shown some good gestures but we shouldn’t exclude the possibility of another flip-flop.”
