What kind of filter?

A UV/skylight filter can generally be kept on a lens for protection, but there is no general filter that will make your lens "perform better."
Different filters do different things, so a lot depends on what you are trying to filter.
The Hoya brand that you linked is good, but there are others just as qualified.
