Why lights use one knob for brighness and one for colour temperatur?
If they were using one knob for the 3200K LEDs and on for the 5600K LEDs there would be the option of doubling the light output when using both LEDs at 100%. The actual mix-temperatur can still be displayed on the screen.

Because this is how people work. They set necessary temperature and adjust brightness after it.

Ok, than what about letting the brightness go up to 200% in mixed mode?
I like the 50%/50% mixed mode with all bi-colour LED panels as it gives the best colour reproduction (CRI), but its a shame to only use halve the power the panel could give.

It actually depends on panel, as such thing as 50-50% exist mostly in your mind as usually good mix require more bright warm leds (as their output per watt is lower).
Anyway, ideal does not exist in this world.
It is just better to shoot with best that exist (such this lights made by special order).

Wattage is electrical characteristic, not very useful.
312 it about 17-18Wt, 1024 around 65-70Wt.
True, but it gives a rough idea about how much light this could output.
It is special order made by actual big manufacturer mostly by request of pros who get big amount of this lights from us, for all else you can check topics and feedback for original 312DS and such.
