I am compiling a list of the best annual independent film festivals around UK predominantly, Europe / worldwide would also be good to have. I think it could be a useful worldwide maintained guide to festivals here too for p-v members. I am not particularly interested in the obvious 'biggies' like Sundance etc because they are well covered.
For example, we have 'Cine City' here in Brighton, UK, which starts this November, showcasing up and coming film talent, artists moving image, exhibitions, etc.
So I would like to try and keep a maintained guide here on personal-view for us all to use. Many festival list sites are out of date, so ensure your festival details are correct. Please help by adding your town's festival below.

The 33rd annual Vancouver International Film Festival will take place Sep. 25 to Oct. 10, 2014.
It will include the 29th annual VIFF Film and Television Forum, Oct. 1 – 4, 2014.

@lolo Check some of the links on there - not always uptodate/out of date or cancelled/no funding for this that or the other. I want 'alive' festivals which for the benefit of our users are definitely happening. Our readers in each territory/town or city will know better. :-)

I don't know what you meant by "best" though. I think all film festival are worth a look and giving it a shot as a filmaker is a good way to keep cinema living.

What is the point in participations in such festivals, especially small ones?
Prize money (even a few thousand euros could buy quite a lot of your special offers…)
Profile raising (presence of local/national distributors, TV channels, etc.)
Networking with fellow filmmakers/crew/talent for future ventures
Personal pride/pretty logos in opening credits/trailers
Kudos for entering other festivals slightly higher up the ranking with next film
Just a few that occur to me off the top of my head
@Vitaliy_Kiselev I think the appearance of a film, as short it can be and as small the screen may be is is worth it. Wherever it is (internet, festivals, cinemas...). People shouldn't be shy about small festivals and aim only at the big one. You probably won't see Brad Pitt but you got an audience curious to know your film. Then of course, what you want and what you seek is something to take into account. I just thought it would be good to tell about all the film festivals (and not all are listed here on wikipedia). ;)
