Looking to upgrade my LED panels--are these 97CRI GVM 800D panels the best deal right now? Must be fanless.

Just wait a little, if you don't need RGB.
B&H regularly have sale on their own branded led panels, they are powerful and have same good CRI as Aputure and such.
RGBW is usually more problematic as price is more, cooling is worse and also overall construction will be cheaper, until you want to pay good premium.
